DUI Arrest

Baldwin St / Blue Ridge Ave

March 1st, 2025 – 10:40 PM

Officers were patrolling the area of Route 460 and Baldwin Street when they observed a vehicle pass

them and nearly crash. The vehicle then began backing up the wrong way on Route 460 in an attempt to

turn onto Baldwin Street. Officers initiated a traffic stop on the vehicle. Mark Downey, 60, of Goode,

was subsequently taken into custody and transported to the Blue Ridge Regional Jail, where a warrant

for driving under the influence was obtained. (Incident #PD25-00193)


Larceny (Shoplifting)

1126 E Lynchburg Salem Tpke

March 2nd, 2025 – 7:45 PM


Officers were in the area of Walmart when they were approached by an employee who reported a

female shoplifting inside the store. Officers made contact with an asset protection employee, who

described observing the suspect concealing items. Holly Giles, 29, of Montvale, was later issued a

summons for petit larceny and given an advisement date. (Incident #PD25-00196)


Destruction of Property

1110 E Main St

March 1st, 2025 – 8:00 PM

Officers responded to Go Mart on East Main Street regarding vandalized gas pumps. The store manager

reported someone had placed political stickers on the pumps and written on them with marker. The

Patrol Division is investigating. (Incident #PD25-00198)


DUI Arrest

460 / Burks Hill Rd

March 4th, 2025 – 11:04 PM

While patrolling Route 460, officers observed a vehicle traveling below the posted speed limit. The

vehicle was also failing to maintain its lane. A traffic stop was initiated. Alexis Copeland, 53, of


Lynchburg, was arrested for driving under the influence and taken before the magistrate, where

warrants were obtained for DUI and a Bedford Town ordinance violation for obstruction. (Incident

Fraud

1500+ Longwood Ave

March 4th, 2025 – 12:08 PM

Officers were contacted by a subject reporting a fraud. The individual stated they had lost their phone

the previous night, which was later found by a friend in the Walmart parking lot. Several unauthorized

charges were made to an online gambling website via a linked wallet. The Patrol Division is investigating.

Public Intoxication

200+ E Washington St

March 5th, 2025 – 1:32PM

Officers responded to Elba’s Butcher Shop regarding a male subject asking people for money. Officers

made contact with James Whaley, 37, of Bedford, who was arrested for public intoxication. He was

transported to the Blue Ridge Regional Jail and held until sober. (Incident #PD25-00210)


Destruction of Property

Longwood Ave / Independence Blvd

March 5th, 2025 – 5:29 PM

A subject advised officers that while driving on Independence Boulevard, a passing truck threw gravel

that cracked their windshield. The subject was unable to catch up to the truck due to traffic. The Patrol

Division is investigating. (Incident #PD25-00212)


Public Intoxication

1000+ Phillips Park Dr

March 5th, 2025 – 5:29 PM

Officers responded to a disturbance on Phillips Park Drive. Johnathan Gass, 22, of Forest, was arrested

for public intoxication. (Incident #PD25-00214)


Possible Narcotics

800+ Sword Beach Ln

March 6th, 2025 – 11:14 AM

Officers conducted a traffic stop on a vehicle with a loud exhaust. Suspected narcotics were located

during the stop. The Patrol Division is investigating. (Incident #PD25-00215)


Larceny

1126 E Lynchburg Salem Tpke

March 7

th, 2025 – 6:00 PM

Officers responded to Walmart for a shoplifting report. The suspect had fled before officers arrived, but

they obtained a vehicle tag. Later that month, officers spotted the vehicle at Walmart. Jacob Shephard,

25, of Lynchburg, was taken to the magistrate where a warrant for petit larceny was obtained. He was

released on a secured bond. (Incident #PD25-00218)


DUI Arrest

460 / Burks Hill Rd

March 9th, 2025 – 1:17 AM

Officers observed a sedan traveling at a high rate of speed. Officers pulled behind the vehicle and

observed suspicious driving behavior. A traffic stop was initiated. Endia Walker, 23, of Appomattox, was

taken before the magistrate where a warrant for driving under the influence was obtained against her.

Possible Narcotics

N Bridge St / Peaks St

March 12th, 2025 – 1:46 AM

Officers conducted a traffic stop on North Bridge Street and located suspected narcotics. The Patrol

Division is investigating. (Incident #PD25-00229)


DUI Arrest

921 Blue Ridge Ave

March 15th, 2025 – 12:01 AM

Officers observed suspicious driving behavior on Route 460 and conducted a traffic stop. After a brief

investigation, Christina Davis, 47, of Altavista, was arrested for driving under the influence. (Incident

#PD25-00235)


Warrant Service

Timber Ridge Rd / Centerville Rd

March 15th, 2025 – 3:28 AM

Officers observed a vehicle swerving and crossing the double yellow line. Officers ran the vehicle tag

with dispatch and were advised the registered owner had an active capias out of Bedford. A passenger

also had an active capias out of Lynchburg. Jyssica Hughs, 34, and Ray Page, 54, both of Goode, were

transported to the Blue Ridge Regional Jail. (Incident #PD25-00236)

Officers conducted a traffic stop for a traffic violation. Suspected narcotics were located during the stop.

Fraud

215 E Main St

March 11th, 2025 – 8:00 PM

Officers spoke with an individual at the police department who reported unauthorized charges on their

credit card totaling $250, made to a gambling website. The individual was advised to contact their bank

and take steps to secure their identity and finances. (Incident #PD25-00243)

March 18th, 2025 – 2:50 PM

Officers observed a vehicle matching the description from a previous larceny case in the Walmart

parking lot. Officers made contact with the occupants of the vehicle. Suspected narcotics were later

found in the vehicle. (Incident #PD25-00248)


Larceny

862 Burks Hill Rd

March 20th, 2025 – 6:00 PM

Officers responded to the Shell station for a larceny. A subject was reported to have stolen alcohol. The

Patrol Division is investigating. (Incident #PD25-00260)


DUI Arrest

1901 Forest Rd

March 21st, 2025 – 5:05 PM

Officers responded to a motor vehicle accident with injuries at Forest Road and Woodside Avenue.

Following a brief investigation, Jean Coulson, 55, of Lynchburg, was arrested for driving while

intoxicated. He was released on an unsecured bond. (Incident #PD25-00265)


Larceny

1126 E Lynchburg Salem Tpke

March 22nd, 2025 – 4:49 PM

Walmart asset protection reported that a subject concealed alcohol, consumed it in the bathroom, and

exited the store. The Patrol Division is investigating. (Incident #PD25-00269)


Warrant Service

862 Burks Hill Rd

March 26th, 2025 – 4:38 PM

Officers conducted a traffic stop on a vehicle for lacking a state inspection. The driver, Jennifer

Chapman, 27, of Bedford, had an active capias out of Roanoke County. She was taken before the

magistrate, released on an unsecured bond, and given a ride back to her vehicle. (Incident #PD25-00286)


DUI Arrest

1125 Longwood Ave

March 26th, 2025 – 8:48 PM

Officers received a report from a caller of a vehicle swerving all over the roadway. Officers located the

vehicle at the Spirit Mart Gas Station and observed signs of impairment. Carey Orange, 52, of Bedford,

was arrested for driving under the influence and taken before the magistrate. (Incident #PD25-00287)


Assault

921 Blue Ridge Ave

March 28th, 2025 – 7:40 PM

Officers responded to the Days Inn for a fight in progress. Two employees reported being assaulted by a

former guest who attempted to access a room without a reservation. Later, officers located and

arrested Chasity Harris, 47, of Forest, for two counts of assault. She was held without bond. (Incident

#PD25-00298)


Fraud

215 E Main St

March 30th, 2025 – 10:40 AM

An individual reported that a large sum of money had been stolen from their bank account and a

separate amount from a stock account. The Detective Bureau is investigating. (Incident #PD25-00302)


DUI Arrest

215 E Main St

March 30th, 2025 – 10:40 AM

Officers observed a speeding vehicle with an equipment violation and conducted a stop. Michele

Mawyer, 50, of Madison Heights, was arrested for DUI (2nd offense) and possession of a Schedule II

substance from a prior incident. (Incident #PD25-00307)
