Warrant Service

1000+ Coolbrook Rd

December 1, 2023 – 4:16AM

Officers responded to the 1000+ of Coolbrook Road to assist another law enforcement agency with an

attempt to locate. The attempt to locate was for a female subject and also for a vehicle that was

reported as stolen from their jurisdiction. Upon arrival, contact was made with the individual and the

vehicle was located. Barbara Bingham, 49, of Bedford was taken into custody and transported to the

Blue Ridge Regional Jail where she was released on an unsecured bond. (Incident #2307676)


Fraud

856 Burks Hill Rd

December 1, 2023 – 5:51PM

Officers responded to 856 Burks Hill Road in reference to a fraud. It was reported that the cashier

received a fraudulent call advising her to put money into the bitcoin machine. The Patrol Division is

investigating. (Incident #2307679)


Larceny

1820 E Lynchburg Salem Tpke

December 1, 2023 – 9:13AM

Officers responded to the Bedford Lowes in reference to a larceny that occurred a few months prior. The

Patrol Division investigated the larceny and the suspect is pending arrest (Incident #2307684)


Possible Narcotics

1128 E Lynchburg Salem Tpke

December 2, 2023 – 10:47AM

Officers were patrolling route 460 when they observed suspicious driving behavior that resulted in a

traffic stop. During the traffic stop officers located suspected narcotics. The Patrol Division is

investigating. (Incident #2307711)


Possible Narcotics

700+ Vine St

December 2, 2023 – 4:54PM

Officers responded to Vine Street for the report of a disturbance. While on scene, officers found

possible narcotics. The Patrol Division is investigating. (Incident #2307718)


Larceny

1128 E Lynchburg Salem Tpke

December 6, 2023 – 6:54PM

Officers responded to the ABC store for the report of a larceny. The Patrol Division is investigating.

Public Intoxication

817 Burks Hill Rd

December 7, 2023 – 6:54AM

Officers responded for the report of a suspicious subject standing outside of the Happy Food Store on

Burks Hill Road. When officers arrived on scene and made contact with the subject, it was determined

that they were intoxicated. While searching the subject’s belongings, officers located suspected

paraphernalia. Kathryn Hudson, 32, of Bedford was subsequently taken into custody and transported to

the Blue Ridge Regional Jail where charges were obtained against her for public intoxication and

controlled paraphernalia. (Incident #2307812)


Larceny

1507 Longwood Ave

December 8, 2023 – 10:02AM

Officers responded to the Dollar General on Longwood Avenue for the report of a shoplifting in

progress. When officers arrived, the subjects had already left the scene. The Patrol Division is

DUI Arrest

1126 E Lynchburg Salem Tpke

December 8, 2023 – 5:27PM

Officers responded for the report of a multiple vehicle crash in the turning lane of the Bedford Walmart.

As a result of the investigation, Steven Byer, 31, of Bedford was taken into custody and transported to

the Magistrate where a charge of Driving Under the Influence was obtained against him. (Incident

1000+ Independence Blvd

December 9, 2023 – 10:32AM

Officers observed suspicious driving behavior that resulted in a traffic stop. During the stop, it was

confirmed that the driver had an outstanding capias out of Lynchburg. Norton Wilder, 35, of Lynchburg

was taken into custody and transported to the magistrate where he was served and granted an

unsecured bond. (Incident #2307863)


Destruction of Property

305 N Bridge St

December 9, 2023 – 1:15PM

Officers responded to the Bower Center on North Bridge Street in reference to property damage. The

west side of the building had blue paint markings on it that the caller advised were not there the day

prior. The Detective Bureau is investigating. (Incident #2307866)


Larceny

921 Blue Ridge Ave

December 9, 2023 – 1:56PM

Officers responded to the Days Inn on Blue Ridge Avenue in reference to a larceny/destruction of

property. The caller explained that the drink machine was broken into and all of the money was taken

out of it. The Patrol Division is investigating. (Incident #2307867)


Warrant Service

1200+ Oakwood St

December 9, 2023 – 11:03PM

Officers observed a traffic violation that resulted in a traffic stop. During the stop, it was confirmed that

the driver had two outstanding warrants out of Lynchburg. Ebonie Gray, 37, of Lynchburg was served on

both warrants and signed without incident. (Incident #2307875)


Larceny

862 Burks Hill Rd

December 9, 2023 – 1:56PM

Officers responded to the Shell gas station on Burks Hill Road for the report of two shoplifters who had

just left the store minutes before. The Patrol Division is investigating. (Incident #2307891)


Fraud

1128 E Lynchburg Salem Tpke

December 11, 2023 – 7:09AM

Officers spoke to an employee with McDonald’s in reference to fraud. The caller was contacted by

phone by a subject that claimed to be with the US Marshals Service. The subject told the caller they had

an active warrant and requested money from them. Officers advised the caller that this a common scam

and to not give any personal or financial information to the subject. The caller did not give any

information to the subject and instead called the Bedford Police. (Incident #2307892)


Fraud

215 E Main St

December 11, 2023 – 10:28AM

Officers spoke with an individual at the Bedford Police Department who believed they had been the

victim of a fraud. The victim was contacted by a subject on Facebook Messenger that told the victim

they were chosen to participate in a Community Development Block Grant. The victim was lured into

thinking that if they invested money they would receive a large amount of money in return. The victim

purchased various Apple gift cards and sent photos of the cards to the subject. The Detective Bureau is

investigating. (Incident #2307899)


DUI Arrest

Twin Lake Dr

December 13, 2023 – 2:00AM

Officers observed a traffic violation that resulted in a traffic stop. Isaiah Sigei, 19, of Bedford was

subsequently taken into custody and transported to the Blue Ridge Regional Jail where a warrant for

Driving Under the Influence was obtained against him. Sigei was set to be held until sober. (Incident


Destruction of Property

700+ Industrial Ave

December 13, 2023 – 1:37PM

Officers responded for the report of a garage door that looked as if it had been tampered with. The

caller advised that nothing was missing and wasn’t interested in pressing charges but requested extra

patrols of the area. (Incident #2307940)


Driving Revoked Arrest

1300+ E Lynchburg Salem Tpke

December 14, 2023 – 5:35PM

Officers observed a vehicle traveling west on 460 that was displaying suspicious driving behavior.

Officers conducted a traffic stop, and as a result of their investigation Marcelino Maaz-Caal, 34, of

Roanoke was taken into custody and transported to the Magistrate where a charge for driving after

forfeiture of license was obtained against him. (Incident #2307969)


Larceny

300+ Crenshaw St

December 14, 2023 – 7:24PM

Officers received a phone call in reference to a larceny. The caller advised that some construction items

were stolen from a house he is working on. The Patrol Division is investigating. (Incident #2307970)


Larceny – Shoplifting

1126 E Lynchburg Salem Tpke

December 15, 2023 – 2:10PM

Officers responded to the Bedford Walmart for the report of a subject that was found concealing

merchandise and attempting to leave the store. Officers responded and spoke with a subject who had

previously been barred from all Walmart properties. Angie Conner, 57, of Rocky Mount was

subsequently taken into custody and transported to the magistrate where charges for trespassing and

larceny were obtained. She was held without bond. (Incident #2307985)


Destruction of Property

1600+ Venture Blvd

December 15, 2023 – 6:25PM

Officers responded to the 1600 block of Venture Boulevard in reference to destruction of property on a

vehicle. The caller advised that their back windshield had been shattered. The Patrol Division is

investigating. (Incident #2307989)


Possible Narcotics

1400+ Boxwood Terr

December 18, 2023 – 9:35PM

Officers observed suspicious driving behavior that resulted in a traffic stop and possible narcotics were

found. The Patrol Division is investigating. (Incident #2308048)


Fraud

200+ E Washington St

December 19, 2023 – 8:39AM

Officers spoke with a caller who believed he had lost his wallet. The caller said that he got an alert that

someone was trying to use his card at the ATM at Elba’s Butcher Shoppe. After further investigation by

officers, the subject was identified as Michael Stuart, 38, of Bedford. Officers obtained charges for

credit card theft and credit card fraud. Michael Stuart was taken into custody and transported to the

Blue Ridge Regional Jail where he was held on a secured bond. (Incident #2308052)


Weapons Violation

1700+ Kingston Cir

December 19, 2023 – 8:50PM

Officers responded to Oakwood Street in reference to a report of a possible discharge of a firearm. The

caller stated they were in the area of Clearview Road and Kingston Circle looking at Christmas lights

when they heard what they believed was a gun shot. After further investigation, Rickie Orange, 64, of

Bedford was taken into custody and transported to the Magistrate where a charge for reckless handling

of a firearm was obtained against him. (Incident #2308065)


Larceny – Shoplifting

1126 E Lynchburg Salem Tpke

December 21, 2023 – 9:01PM

Officers were dispatched to the Bedford Walmart in reference to a larceny. Officers made contact with

Asset Protection and were advised they saw a subject grab bags and begin to bag items and proceed to

leave the store. Vicky Wolford, 61, of Bedford was issued a summons for petit larceny. (Incident


Warrant Service

700+ Blue Ridge Ave

December 25, 2023 – 9:33AM

Officers responded to the 700 block of Blue Ridge Avenue for a disturbance. After further investigation it

was determined that one of the individuals involved was wanted out of Salem on a probation violation.

Kendall Turner, 22, of Hardy was taken into custody and taken to the Magistrate where the warrant was

served on him. He was held without bond. (Incident #2308189)


Public Intoxication

400+ E Main St

December 28, 2023 – 10:49PM

Officers observed a suspicious vehicle that appeared to be inoperable parked at Bedrock Church on

Main Street. Officers then observed a subject inside the vehicle. When officers made contact with the

subject, it was determined that they were intoxicated. Gordon Dinkins, 47, of Madison Heights was

then taken into custody and transported to the Blue Ridge Regional Jail where a charge was obtained

against him for public intoxication. (Incident #2308254)

December 29, 2023 – 12:00AM

Officers observed an equipment violation that resulted in a traffic stop. During the traffic stop officers

located suspected narcotics. The Patrol Division is investigating. (Incident #2308256)


DUI Arrest

1000+ Independence Blvd

December 29, 2023 – 7:55PM

Officers observed suspicious driving behavior that resulted in a traffic stop. As a result of the traffic stop

Christopher Green, 56, of Bedford was taken into custody and transported to the Blue Ridge Regional

Jail where a warrant for driving under the influence second offense within 10 years was issued and

served. Green was committed to the jail and was set to have a bond hearing when sober. (Incident
